Duty. Green tea (CN 0902) is duty-free into the EU.
Tax. Import VAT at the Dutch reduced rate for food (9 percent), recoverable for VAT-registered businesses. An EORI number is required; Dutch importers often use the Article 23 licence to defer import VAT.

Is matcha duty-free in the Netherlands?
Yes, green tea is duty-free into the EU. Import VAT is 9 percent in the Netherlands; many importers defer it under an Article 23 licence.
Can a Dutch distributor resell our matcha across the EU?
Yes. Once cleared into free circulation in Rotterdam the goods move freely within the EU.
Do you ship pallets to Rotterdam?
Yes. Sea freight LCL from Osaka to Rotterdam takes about five to six weeks port to port and makes sense from roughly 100 kg.
